Despite this proximity, Samal has remained quiet — a function of the ferry-only access that has, until now, dictated its development pace. The island is home to powdery white-sand beaches, coral gardens, vanishing sandbars, mangrove sanctuaries, and waterfalls in its mountainous interior.
